Can I start a new web site using Google Ads, and show Google Ads and earn money ?
If yes how can I control Google Ads in ASP ?

You will get a bit of script to embed in your page.  You "control" what ads show up on your page primarily by the content you put on your page.

It works the same whether the pages are static HTML, PHP, ASP, ASP.Net, etc.

No, I mean I want to how can I check the clicks counts ? by API or something like that ?

Ahh ... wouldn't we all like to be able to check that?  It's been a while since I followed it closely, but in the past there was no way to check them. We just had to trust Google's reporting on it.

WebmasterWorld.com had a very active forum on Adsense -- probably still does, but I haven't been there lately.  You might get more up-to-date information there.
