What kind of the following folders are? And how to fix if there is a problem?

* These are the folders for the installed security patches / hotfixes for windows (done using Windows update or any other patching tool)

* Normally these shouldn't pose any problems as such except for maybe disk space issues.

Hopefully justified (^_^)

* Yes possibly you can if the patches are pretty too old.
