Multiple Instances of "The language bar" in Toolbars Menu

In one department within my organisation we have a number of PCs that intermittently display multiple selected instances of "The language bar" in the Toolbars menu - see attached screenshot.

We have not been able to determine any trend to its occurrence- whether it is PC specific or user is uncertain.

Obviously my initial concern was that these were processes for a bit of mal/spyware but having had a little bit of a dig around Google it would appear this is a legitimate Windows XP problem - there is even a possible Hotfix - KB932039

My question is whether anyone else has experienced this problem and been able to narrow down a trigger for this issue - and of course whether this is in fact the applicable hotfix for this problem.  I'm loath to roll out support hotfixes throughout a department if for example we know it's only going to affect one build or set of users and can so be better targeted.

Is it the case that (as some of the Google hits have suggested) this only occurs where a significant number of Language Installed Services are available on a particular machine?

Probably this is the right place to go for the solution. I am also having similar issues with multiple instances of language bar in win server 2003. 
Question has a verified solution.
