Server 2003 R2 SP2 install error

I get an 'access denied' error on Server 03R2 when I try to install SP2.  I have tried to install it as the local admin and my login credentials (I am a domain admin).  This is a fresh install of the virtual machine and Server 03.  I am using Virtual Server 2005.

Server 2003 SP1 R2 Internet Explorer 7 enhanced security does not allow you to run executables, except locally on that server.  you need to uninstall IE7 enhanced security from add/remove programs and install sp2..

If the service pack is located on a remote file server, you can also add that file server to your trusted zone in IE7.  use file://servername .

It is running IE 6.0.  I did uninstall the enhanced security from IE6 as well.  I have also just downloaded the setup from Microsoft's website and not run it though Windows Update (justput the install on desktop) and I get the same error.

I tired all of those things and nothing worked.

I just reinstalled the OS, ran the dowloaded SP2 package I already downloaded off of the desktop and then it worked just fine.
