Microsoft Outlook wont recieve emails after startup

My Outlook 2003 will recieve emails when I first start it up, but it wont recieve them after that. I have to exit and re-enter to recieve mail. It just "hangs" while trying to talk to the Exchange server. It says "Outlook is trying to retrieve data from the Microsoft Exchange server." All settings seem to be correct. I have tried a computer restart and I have tried deleting and reinstalling the account to no avail. Any advice?

You could try to run the repair wizard in Outlook. It solves most of these types of problems.
The error most likely has nothing to do with the account or Exchange.

If a repair doesn't work, check if you can open the account normally from another computer with another installation of Outlook.
