I shall assume this problem is isolated to just one or some users, and not to all?

May need to revisit permissions and verify access.

However, I have this occasionally when I look at other folders.  My scenario is Outlook 2007 in cahce mode and exchange 2003.  I usually just have to close outlook and open it again, or give it a few minutes to download the headers.

Check the "self" permissions on the user mailbox and grant them "associated external access."  This should be given to the user or the self account, but it can be only one.

I had this same issue when running Outlook 2010 and Exchange 2007.  Prior to experiencing this is migrated the mailboxes from an Exchange 2003 server.  The mail folders that are displaying "no e-mails are actually showing unread e-mails next to the folder name!

I got around the issue by changing my Outlook to cache the e-mails and upon updating the folder the e-mails reappeared.  If i connect to exchange using a non-cached client such as OWA then the mails still dont appear though.
