How do I deploy a safe senders list for all Outlook users in my Exchange 2007 domain?

We have an Exchange 2007 network and the users all use Outlook. Some of the users have accidentally place important senders on their Blocked Senders list. These important people need to be on everyones safe sender list. How do i deploy a list that will be on everyone's account?
