Shared Folder Structure Design Tool

I have 7 organizations that are merging into 1 single organization with a total of 200 users.  I need to design the shared folder structure for the new organization and could really use a folder structure design tool that would allow me to create a visual representation of the structure that can be viewed and approved easily by others.  I was hoping to do this in Visio but that doesn't look possible.  Is there anything out there that does this?  I can't imagine that admins with large number of users just go at it and create the structure without first mapping it out in a Visio like tool.

What about Visio doesn't meet your requirements?

Maybe I'm missing something because I just can't find the shapes for folder structure in Visio.  I would also like to be able to define the permissions for every folder, but I may be asking too much.

If you create a new drawing based upon the "Detailed Network Diagram" template you will see a folder icon under "Callouts". You can then use any of the other callouts and just type in the permissions that you associate with each folder...
