Instructions for a sample Flash animation

I am on a short timeline to get a Flash animation together that has some similarities to the animation in the upper right corner on the following page:

http://www.odod.state.oh.us/economicdevelopment.htm

In addition to this, I need to have an image zooming in and out based upon where a user moves the cursor. (I'll be using a vector image of a state and zooming down to a specific region.)

I have a background in programming and 3D animation + Final Cut Pro, etc. so I can pick up topics rather quickly, but I'm hoping that someone can point me to some tutorials that are fairly aimed at these topics so that I don't spend tremendous amounts of time digging through tutorials that are less to the point.

for the zooming thing, search for something called zoomify.
some guy created that with free source (can't remember where it was from though) , that allowed you to click on an image and zoom that area.
alternatively here's a tut from the good flashkit ppl.

then that animation which i'm going to call "bubbles transition" -

has one similar which i'm sure can be configured .- NOT free. but alot of times its easier just to buy the darn thing.

Thanks for the info.  I'd love to see some more in-depth information, but that was definitely appreciated and probably really spot on! I have another tweening question up right now just posted and would certainly like to see what you have to say about it.
