Unable to establish VPN

I am trying to configure a VPN between a 5510 and draytek or a zyxel, neither of which will work. I get the following messages

Error; Unable to remove PeerTblEntry

Removing peer from peer table failed, no match!
error processing payload: Payload ID: 1

I have tried every type of encryption to no avail.

Any ideas

1) Do you have the latest firmware on all devices ?

2) have you matched te Phase 1 and phase 2 setups exactly ?

3) Are you using the same pre-shared key or certificates ?

It wasn't liking stand alone routers.  I configured a PIX on the other end and it came straight up.
