Symantec Antivirus client software will not uninstall; it is not getting updates from parent server

I have a W2K3 Server that has Symantec Antivirus 10.1.6.6000 installed. It is not being updated by the parent server. The Symantec antivirus service will not stay started. I've restarted the services and it stays for a few minutes and then dies. When I select properties and go to the Dependencies tab..I get a pop-up error: Win32: Access is denied. I've added the correct grc.dat file the the member server from the parent server...that didn't help. So I decided to uninstall the Symantec Antivirus program and get the error: The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance. When I look at the event logs..I see Source: MsInstaller / Event ID: 1015 / Description: Failed to connect to the server. Error: 0x80070005. I also see this is the event log: Source: Userenv/Event ID: 1090 / Description: Windows couldn't log the RSoP (Resultant Set of Policies) session status. An attempt to connect to WMI failed. No more RSop logging will be done for this application of policy.
I'm wondering is it something going on our Domain Controller preventing this???
