What's the easiest way to edit .vbe files

I need to edit some VBE files. I've never worked with these files before. What's the easiest way to edit them?

Edit the VBS file from which it came, then re-create the VBE file.

VBE files are encrypted for the express purpose of making the essentially non-editable.
