domain administrator gets event id 20189 "user account disabled" setting up PPTP VPN

Trying to set up PPTP VPN connection from w2k3 terminal server to w2k3 file server. Both machines are vms running under w2k8 std with hyper-v. Both machines are in same domain and network. There are no firewalls active in the network. Network switch is not managed. Domain admin logged into console sessions on both machines via Hyper-V Manager RTM.  When admin attempts VPN access, gets error 647, account disabled on the client side and event ids 20189 and 20073 on the server side, user account is disabled.

Did you check for RAS dial in rights?

Yes, I should have mentioned that Access rights are on for both domain and local admin accounts and Domain admin is member of local admin groups.
