how to setup dialup connection for Windows Vista?

My father is using dialup internet service and is getting a new computer with Windows Vista.

What steps do I take to create a new connection for his dialup service?

I looked around on my XP in the control panel, and could not find the things I remember that had to be done (settings, etc.) when I used dialup.

Here is how to set up dialup connection on Windows Vista machine. You go to Network and Sharing Center in Control Panel

what about e-mail on OE?
incoming and outgoing mail servers, etc.

Vista does not have OE, Outlook Express. It has Windows Mail.  Incoming and outgoing servers depend on your email service.
