If you really mean an email SERVER like Exchange, then programmed as in how?  You can write a vb program to communicate with any email server via TCP/IP SMTP/POP3 type scenario.  What exactly are you wanting to do.

If you mean that you wish to find an open source email client like Outlook to program, please let us know.

The reason I said you can communicate with servers is that they all speak SMTP/POP3 or IMAP protocol.
This is a matter of connecting to an IP and port and sending receiving info as defined in the RFC's. This is a complex process to get right, but can be done.  There are components that you can plug into VB that implement SMTP/POP3 protocol for you that you can use to communicate to the server.  The server could be Exchange, Postfix or whatever that speaks SMTP/POP3.

In terms of things like Thunderbird...that is not an email server but a client.
