HTML Submit Button Opening New Fixed Sized Window Without Address Bar

So, I guess I need to create a submit button that opens up a fixed sized window with scroll bars but without any toolbars, address bar, etc... on top.  Possible?  Easy?  I'd like to maintain as high as compatibility ratio as humanly possible with browsers.
