Unable to receive multiple email from Same Email address

We are currently having and issue with our Exchange 2003. When we try to send multiple emails from a single email address to our domain the first couple of emails get through. 3rd and 4th etc, doesn't reach add also doesn't give an NDR. But when we try to STOP and START the System attended it receives two new emails. We tried to stop all Anti Virus Anti Spam services nothing worked. No errors and shown on the event viewer. Could someone give some suggestion how best to troubleshoot and fix this issue.

* You could check the Queue Viewer to check if those messages are getting struck in any queues out there.

* And accordingly you can troubleshoot further from there.
