Best practices would be to do a full restore of the server to another test server.  This would allow you to make sure that everything is in order, from AD to Exchange.

This would be done by setting up a similar server then installing server 2003 and Backup Exec.  Make sure you install Backup Exec to a different location then the default as the restore process will use the default location.  Also make sure you have the server on the same SP level.  Next connect your backup media and use backup exec to restore the data.

Another method you can utilize with Backup Exec you could test a couple mailboxes as well.  To do this you would create some new test users without mailboxes and restore a backed up users mailboxes to the test users account.  To do this you have to change location of where the mailbox is being restored to.  You would change it from the default user to the test user.
