Keyboard keys output changing

I have a user with the isssue below. It is happening a couple of times a week. I have replaced keyboard and checked keyboard settings. Maybe it's a driver issue?

The letters, number and symbols on the top line below come out like the second line in each case.  To fix user has to close down all applications and re-open.

Look in the language and regional settings in control panel. He is probably changing the language from an english type (qwerty) keyboard to a french or similar language (azerty). You can uninstall the language that isn't needed to prevent any accidental changes to the standard setting.
