outlook template = where to find it and how to customize it for every person logging on to my Exchange Server 2000 domain

I would like to customize an outlook template and it should become the default template for every logon to my domain.  Can somebody tell me where to find it and what is best practice for the goal set above?

What template are you referring to and what are you trying to accomplish?

when you type a new message Outlook automatically assumes you want to use the Caltibra font type and some size.  
I want to customize that for the body of the message and for the subject so that everyone logging on to my network automatically types in arial size 9 and the subject is arial size 9.  And this for every user logging on to my domain from any machine.

Did you look at Group Policy?  You'll have to download the templates.

Anything you can set in Outlook just about, you can control via this template and group policy.

I have Windows 2000 Server with exchange and Windows 2003 backup domain controller (also Terminal server)  Where do I start the group policy manager?

Active Directory Users and Computers, you would likely want to start with a small test OU (Organizational Unit)  Right click and choose properties and you should see a Group Policy tab.
