You can submit the form twice when you change the form target setting.
For example you could first submit the form to a popup and then to the page itself.
Like this:

<form action="process.cfm" target="popup" onSubmit="submitTwice(this)" >

<script>
function submitTwice(theForm){
  theForm.target="popup";
  theForm.submit();
  theForm.target="_self";
  return true;
}
</script>
