IP Office Changes do not occur

I am making changes to the config in Manager. They do not occur in the real world, even tho I save changes and "merge" and/or reboot.
I found this error on the Monitor logs.
It looks like the system may be set to "read only"
I'm kinda new to IP Office so forgive if this is a stupid question.
