IP Office Changes do not occur

I am making changes to the config in Manager. They do not occur in the real world, even tho I save changes and "merge" and/or reboot.
I found this error on the Monitor logs.
It looks like the system may be set to "read only"
I'm kinda new to IP Office so forgive if this is a stupid question.

Hi
My first guess would be that you are using the wrong version of manager, or that someone else has.
What is the software version of the system, and what is the version of the manager app?
