Intel management engine interface cannot start (code 10)

I installed a USB printer. After the installation, i did a test print and it took over a minute to actually print. After looking around, i found that the "Intel Management Engine Interface" in the device manager under system devices has a yellow exclaimation point on it. I'm guessing this is the cause of the issue. The reason says, "it cannot start, (code 10)"
I've tried uninstalling it and rebooting. Reloading the driver. Updating the driver. I'm lost.
PC is HP dc7700 small form factor
Printer is HP p3005dn
