Page delcarations keep disappearing after template update with ASP.NET

We have a site that is managed with a dreamweaver template and all of the ASP.NET pages keep breaking because dreamweaver is removing the page declarations from the top.

I inserted <!-- TemplateInfo codeOutsideHTMLIsLocked="true" --> in the <head> section of the template and the page declarations keep disappearing.
