GAL not available in Outlook 03

I am running exchange 2003 enterprise, one of the client had Outlook 07 on their machine.  they didnt like that version so we put 2003 on.  The GAL is not accessible on this machine.  I cant go into the mail under control panel to do anything either.  It says the email account could not be configured at this time.  I have removed office 03 completely and reinstalled.  I have done a repair.  I dont think its a permissions issue because the GAL is available in Web Outlook under that same user.

have you tried deleting an re creating the outlook profile rather than usng the saved one that dont work.

also use without cache mode to test
