Why would a member server not give me the option to request a Certificate immediately in a Server 2003 Environment

Just as an experiment I have a VMWARE network with 2 Server 2003 Machines, one acting as a Domain Controller the other as a web server and I would like to use Certificate Authority, when I request a Certificate from the DC when accessing the web page created on the DC it works fine, but I can't get IIS to immediately process a request for the certificate from the Web Server. Any Ideas?

Right-Click Certificate Templates and click Manage (in Certificate Authority)
Check the Autoenrollment settings for the type of server you want to "autoenroll"
