None of my outgoing emails are being sent via Outlook unless I reply to a previously received email. Why?

I recently set up my AT&T personal email account to be sent to my Outlook. Since then I've been able to receive messages however none of the messages I send out go through unless I am responding to an email. How can I fix this?
