there is the formal answer...in short a computer that host web pages that is available on the internet to share information in the form of webpages or content downloads.
Like this website is on a webserver somewhere in the world.

first you will need to buy or register the domain name with a domain registrar, godaddy.com or other domain registrar, that will cost you between 8 and 25 dollars,
then in your case depending on what you want to do with the website, you should find a web hosting provider as it is cheaper than hosting your own website / webserver yourself about 80 dollars a year.

there are many other do a search for web hosting providers.

The amount i pay is an one time payment or i have to pay for every year.

the payment would be every year you are paying them to rent space on their servers and to use their bandwidth.
Same with the domain name...
