Icons on the toolbar for a Crystal Report are missing

I'm using Visual Studio 2003.Net 1.1 and the project is a windows application with crystal reports. The toolbar up at the top of the report is there and you can scroll over the buttons but the icons are missing. Like the print button.  I'm thinking it's some setting within Visual Studio.  Any help would greatly be appreciated.

How do I look at the Virtual Directory?  Everything is being built and pushed out to people's desktops.

It's not a web application.  Just a windows application.

It is still controlled by AD or group policy.

This issue was this:  Application.EnableVisualStyles() was set.  It's a bug apparently in .Net 1.1  
Once we commented it out, the icons reappeared.
