Need to create a second GAL and separate the users

Customer wants to have another domain name to use in Exchange 2007 and only have certain users in the GAL. I have created the new allowed domain name, a new GAL called WR GAL. I assigned any user with the companyname attribute to be in that GAL. How do I now hide these users from the default Global Address List without hiding them in the WR GAL, and secondly, have the users in this new GAL default to their GAL when they create a new mail message in Outlook?

Maybe not, sorry just noticed your using exchange 2007

WAYYYY too complicated. Surely there must be an easier way to do this.
