Every time I open Access 2007 the configuration wizard opens but not other Office programs

We are running Office 2007 Pro. We had an Access 2003 Runtimes installed but have removed it due to the issues with runinng previous version with Office 2007. All other office products open fine except Access. Every time we open Access 2007 it runs the Configuration Wizard. We have uninstalled 2007 at least twice and reistalled. We have also used the Windows Install Clean Up utility to remove old fragments left behind when we removed Access 2003 Runtimes.

Office 2007 SP1
XP SP2
This is on a brand new Dell 775 Duo Core with 4GB RAM.

The link you show doesn't have any impact on the long load times when switching form 03 to 07 (or back). This is an Office fix that works with other Office programs - just not Access. There's little you can do about this - you should make sure that you have your Access install fully service packed, and make sure that you apply the HOtfix if needed: http://support.microsoft.com/kb/943249.

So ... you do not have ANY 03 packages on the PC's your having issues with? ... Do you let the configuration complete its process? ... Do you have any other versions of Access on your PC's?

I requested the fix you suggested and downloaded it, but when I run the EXE, I receive the following error:

An error occurred while unzipping. One or more files were not succesfully unzipped. The error code is 110.

It created file called office-kb943249-fullfile-x86-glb.exe but it did not extract any data to it. I searched Xceed's site but could not a solution.

I have completely removed the only 03 installs. I do let the installation package finish.  We have access 2003 installed on approximately 20 other pc's. I have other XP SP2 machines that had this issue with switching back and forth between the 2003 runtime and 2007, so I removed 2003 and redirected the shortcut to point to office 12 instead of 11 and it worked fine.

I came across an article that mentioned office 2007 required more than power user rights. So, I promoted this user to local admin, uninstalled and reinstalled and still have the same problem.

Sounds like an issue with the download. Did you try to re-download the file and run the hotfix again?

Unfortunately, you may be faced with either (a) a re-install on the trouble machines or (b) a support call to Microsoft. If you've uninstalled 03, and used the cleaner on it but still have issues, then I'm not sure what else you can do.

I did download it several times to several different machines. I have resolved the issue though. Apparently this issue was associated with his profile because when I logged in as another user Access opened right away without the Configuration Wiz. So I deleted his profile restarting in Safe Mode - system Properties - Users, and deleted his profile. Rebooted and added the user back changing his permissions to Power Users and voila! Worked as usual.
