Are you using a SATA or PATA drive?

I Figured it out... DVD Drive we were using does not support DVD in Boot/Dos Mode. Only in Windows.

Problem was fixed by purchasing a new DVD rom.

ya... it did.. XP is a CD-Rom... Server 2008 is a DVD-Rom... Even though it was a DVD rom it only supported CD in Dos
