I've been doing quite a bit of EV installs lately, doing some testing on a current EV erver as I write.

Install Deployment scanner on the sql server and run the test from there.  Also make sure that the EV System Acct has db creator permissions to the sql server when you start setting it up.

Make sure you can ping SQL server via netbios and FQDN

Are you doing this on a 32 or 64 bit server?

i figured it out i am coming in after a failed install and there was db there and that wasin the way. I removed the db and was able to move on. i hop eit is ok to ask you another question

configuration of the enterprise vault monitoring database has failed reason number of command line parameters incorrect or empty string passed

what do you think

check to see if a monitoring db exists, it may have the same issue.  I would start with a clean databases on the sql server.  Also make sure that the ev sql account has the appropriate permissions.  What type of error are you getting in EV  in Event Viewer?

Is this a new install or a re-install?  Is the sytem in production yet and what modules are you installing. I'll be working on some EV for a little bit, you can shoot things by me if you need to.
