I have domain controller windows 2003 server.Domain user are unable to use any IIS(Internet information services) 5.0 related services or application to use.
Is there any way through which domain users can use IIS related applications or services without local administrator rights?

If you mean that they cannot install and configure anything related to IIS the default answer is no.  IIS required Admin rights to install and configure ... Super User MIGHT work.  Also, check your group policy settings on the domain controller ... there are settings that can restrict the installation and configuration of IIS on machines unless specifically over-riden to allow it for a specific machine.

I was just looking to see if there is some way to do it without admin right and I don't think its going to work.  When IIS is installed it creates new user accounts locally on the machine.  You MUST have admin rights to do this.   You could check the group policies and see if there is any way to allow Super Users or specific users the ability to create user accounts on the local machine or to install and configure IIS.

Another option that you could look into is letting the users make a request and then push out an install package for it and run the install package under an ID that has local admin rights.
