coldfusion 8  cfdocument legal scales content differently based on document size

coldfusion 8 on win 2k3 server. if created pdf is 2-300 pages layout is ok. if created pdf is 8-900 pages layout is scaled smaller. Using cfdocument , pdf, legal, landscape. No style sheets. Added CF8 hotfix 3 which is supposed to have a scaletofit function in cfdocument but I get an error that says this is not a supported parameter in cfdocument.

there is no cfdocument attribute 'scaletofit' only a scale property

"scale: Scale factor as a percentage. Use this option to reduce the size of the HTML output so that it fits on that paper. Specify a number less than 100."

scaletofit was supposedly added with the latest update to CF8. Doesn't matter though since what I want to do is STOP the scaling. Don't understand why the number of pages has anything to do with it.

Don't you have any content that is wider than the page width? CF will automaticly scale this content.

Tried that and it does scale the larger documents However this causes the smaller documents to wrap lines. It seems that the number of pages in the document is key to the issue
