Unable to download software from Microsoft's download center

I am trying to download software from the Microsoft Volume Licensing site. Whenever I select software and the Download Manager option I get the following message, but no prompt to install any Active X control.
Note:
* Pop ups are allowed
* The site is trusted - all security options set to allow just about anything

Download products using the Web Browser method
Contact your organization's Administrator to download products using the Download Manager method

You need to download Silverlight for their new download center. It is sort of Microsoft version of Flash.

Why the heck don't they say so.........? BTW - I had to install logged in as an admin for it to work. Although it looked like it had installed user save/RunAs admin from under a user account it produced the same (bad) results.
