You might want to look at combining 2 existing technologies to create a niche product... e.g. GPS + bluetooth or 915MHz ISM.
I don't think you're going to get enough range from even active RFID to do what you want - they track them by noting the location when they pass nearby a reader, not by triangulation.

Not trying to shoot down your idea, but you didn't include the triangulation detail (gleaned from http://www.experts-exchange.com/Hardware/Embedded_Hardware/Q_23821295.html) in your original post.

Remember, the power of all electromagnetic waves vary inversely with the square of the distance. That's exactly why RFID's range is so short.

Its an interesting concept that I would love to explore the idea of combining the technolgies and would seem a more economic alternative however the problem I am faced is that this is a major project that has been given to me by my supervisor and cannot be tailered in any fashion. The ebay link that the other lad gave me from your link above seems to be the most promising as it does seem to have a good range. However your comment above seems to be the answer to the question even if I am not able to go down that route... so I would say that points will be yours if no body can suggest another alternative. Thanks a million for your suggestions.

In additon to above... I find that range is not the problem with RFIDs, it is cost!!
