I have checked all of the rules for Sandra and she does not have any delegates
setup on her account as well, she did have Lynn a few months ago when she was away, but that was removed
There are no rules setup at the hub transport server level.

ive done the /clearreminder and /clearrules syntax, also created new profile for Sandra and checked EMC for send as and full access permission.

She might have a stale delegate rule, you would need MFCMapi to view that though. There should be some steps here.
