Why does MSN Messenger not have SIP option?

I have built a test domain to create a Live 2005 server.  I have run LCSdiag.exe and am confident that the server is working normally.  After installing Windows Messenger 5.1 on a test client system, I am trying to configure the SIP settings.  On the Accounts Tab, only .NET Passport Accoun and Exchange Account are present.  There is no SIP Communications Service Account option at all.  

I think this may be because I had Communicator client installed on this system, but I have removed it.  On another system without Communicator installed, and using the same install file, I do get the SIP options.  


Does anyone know if Communicator is the reason, and if so, how to I remove Communicator completely to allow Messenger to have the SIP option?

Found the registry problem

Need to Enable the key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MessengerService\ServiceProviders\{83D4679F-B6D7-11D2-BF36-00C04FB90A03}
