Active directory uninstall fails with access denied during uninstall.

I have a server that I used to upgrade a Windows nt 4.0 server to server 2003, I have all 5 roles changed over to a new server and I want to remove this one, it was just a stepping stone for the upgrade. The problem is when I go to un install AD from the machine I am ending up with an access denied message and AD will not uninstall. What do I need to do? I have the last log shown below.

[1] Run dcpromo /forceremoval from the DC that you want to remove.

[2] Perform a metadata cleanup from a working DC, as described here: http://www.petri.co.il/delete_failed_dcs_from_ad.htm
