You probably export to csv,
1.http://www.support.microsoft.com/kb/149447/en-us
You can do this, then import the csv file into each users outlook.
http://www.support.microsoft.com/kb/155414
http://www.support.microsoft.com/kb/153028

2.This is an excellent resource for it..
http://www.computerperformance.co.uk/Logon/Logon_CSVDE.htm

3. open "Active Directory Users and Computer"
- click on your "OU" (subfolder Users / "Organisation Unit" Users) want to export email
- Right click on OU and select "Export List" (prefered export in .csv)
- Use Excel if you want really maniputed your export

4.you can export them to a excel/csv file or http://support.microsoft.com/default.aspx?scid=kb;en-us;555397 create a PAB in outlook
