Library cannot be opened - Error - And then Oracle Forms "Stopped Working"

Oracle Forms: 10.12.0.2

I am unable to open a library.

Initially, when I attempt to open the library in Forms I get a "PDE-PLI018 Could not find library" error message.

Ensuring that the folder exists in the registry entry FORMS_PATH, creating and referencing a virtual drive where my library exists I still get the error.

BUT

When I change the the properties of the Oracle Forms shortcut frmbld.exe so that it "starts in" the folder where my library exists, I no longer get this error, but Oracle Forms "stops working" and aborts.

Attached is a document which visually describes this problem and the steps I have taken thus far.

On MetaLink there is document 602158.1 there:
When attempting to open a pll from the Forms Builder using the login of the User who is not having the administrator privilege,the following error occurs:
PDE-PLI018 could not find library

And solution is:
Solution
The Fix for this Bug is included as part of the Patch Set 10.1.2.3 whereas for the Versions 10.1.2.0.2 and 10.1.2.2, One-Off patch Patch 2673271  has to be applied.

This sounds reasonable, but I am not able to test it as I do not have access to Metalink through my current employer. I have put in a request...I assume we must have one.
