Install Print management on XP machine

I need to manage printers installed on 3 print W2K3 servers from my XP workstation.  I have installed the Admin pack on my machine, but I still do not have print management.  All my searches turn up empty, I cannot find the install for this, please help.

Are the print servers R2?
The print management console R2 on XP is listed below the file name is pmcmgmt.exe:

Still, there's no option to create a new print queue on remote server! What I want to acomplish is to have a Desktop Support tech setup a network print device, and then he will create a print queue from his workstation and share the printer out. He does not have remote access to the server at all. Thanks.

To my knowledge, he must have access to the server, even to create the queue remotely:

And I'm almost certain he has to login to the server to share a resource...  

There may be some 3rd party software out there that emulates a remote session to do what you need, but the ID will still need access to write to the reg and share resources.
