from where I can get httpd-devel and how can I  install it in the server?

it is there in your installation cd.

search in rpmfind.net

use yum or apt-get to install

yum install httpd-devel

if you are looking for a clear answer, provide the version and vendor.

like RHEL 4 or SUSE E 10 ...

I dont have any cd,
my vps Operating System is fedora-core-4
the support team said:  (yum is a fedora/redhat package manager, which is now installed to your VPS).

how can yum install httpd-devel ?
