how to pass checkbox in post in ics

I would like to pass data in a post with delphi fpiette ics.
I use the HttpCli1.SendStream and fill it with the needed form variable. And then activate the HttpCli1.post to post the data.

Though, I do not know how to pas information f checkbox array fields?
<input type="checkbox" name="fields[]" value="field1">
<input type="checkbox" name="fields[]" value="field2">
<input type="checkbox" name="fields[]" value="field3">

don't know HttpCli.SendStream but the data to be posted should be something like:
   fields%5B%5D=field3
(if field3 was checked)
or
  fields%5B%5D=field1&fields%5B%5D=field3
(if field1 and field3 was checked)
