Unfortunately the NativeMenu API is only available to AIR applications. In browser based Flex (or Flash) applications the best you can have are first level simple ContextMenuItems. And you still can't hide the Settings and About built-in items.

BUT, there is an interesting project that tries to address this issue by intercepting the right-click event in html level before it hits Flash player. Have a look.
