How do I enable the Machine Debug Manager service

Dear Sir:
My PC properties are: System: Microsoft Windows XP - Profesional | Version 2002 | Service Pack 2
Equipment: AMD Sempron(tm) Processor 2800+1.61 GHz de RAM
My problem appears when I try to run a project in Microsoft VISUAL BASIC.NET | Version 2003
because it appears a message telling "The Machine Debug Manager service is disable".
Also I send you as an attached file the box with the message.

start run, type services.msc, when the window appears scroll down to the machine debug manager. You can right click and select start to start it. Or you can double click it to bring up the properties to set it for automatic startup.
