I want to upgrade my processor in my dimension 5150. Currently it has a Pentium D 3.0 ghz processor.

Can i upgrade to to a core 2 duo?

Speed is not an issue, Basically I want to add a processor which has Intel's virtualization technology built into the processor. Is it possible to upgrade to a processor which has virtualization built in with my systems motherboard?

If so, what processor can i use?

Some Intel 945G chipset motherboards (http://www.pcstats.com/artvnl.cfm?articleID=2011) could handle a Core2 Duo, but since you have an early Dell, it may not be possible.  See http://forums.legitreviews.com/about8360.html and the comment about a voltage regulation module version 11 that is needed.

Kind of sucks, any recommendations on getting a mb / cpu combo which supports processor virtualization as well as 8gb + of ram?

How about the Asus P5Q (http://www.newegg.com/Product/Product.aspx?Item=N82E16813131295) and a Core2 Duo E8400 or Q9550?
