Encrypting emails using office 2007 through an sbs2003 server - to one recipient only

I have a customer who needs to send all email encrypted to one particular customer
they will require three individual users to have this functionality.
All users are using office 2007 and go through exchange, SBS 2003 server.
I believe I need to get a digital ID.  I am then a little confused on what the best practice is and do I purchase and install a digital id on the client computers or on the exchange server?

Help will be greatly appreciated
