I found out the issue was Office Communicator 2007 was not connecting to the Exchange server for what ever reason. I updated the client with the communicator.msp available through Microsoft. After installing the update, the conversation history began to populate in the Conversation History folder in Outlook. Just FYI, Microsoft has a new update for Office Communicator 2007 version 2.0.6362.97.

The client had 3300 saved conversations in the Conversation History folder. I had them move the history over to their Personal Folder in case it stopped due to lack of space.
